Reports to the site director. Directly supervises the senior accounting clerk, buyer, property specialist, food services supervisor, facility maintenance coordinator, secretary, systems administrator, records clerk, security officers, safety officer and substitute security officers. Responsible for the overall management of finance & administration which includes accounting, property, purchasing, food service and safety & security.
Plan, coordinate and manage the administrative and financial services of finance and administration; serve as liaison between the center and UEDRARC.
Evaluate staff performance, provide staff training and implement departmental changes as approved by the site director and coordinated with the manager, human resources prior to implementation.
Develop budgets, financial forecasts, projections and cost analyses as a basis for negotiating contracts for the center, support programs and for renewal and amendments to existing contracts.
Develop and implement new or revised policies and procedures affecting the finance and administration department; coordinate with other departments to ensure compliance with overall center objectives.
Review and audit all assigned areas regularly for contractual compliance and effectiveness of delivery of services to students. Prepare related reports.
Prepare special analysis and reports as necessary to provide data for management decisions and information for DOL and auditors.
Establish financial acquisition controls and evaluate potential program expenditures; conduct the efforts of the procurement area in compliance with government and management directives.
Ensure compliance with established budgets, purchase limitations, travel restrictions and general contract limitations; maintain stability and consistency with DOL and MTC goals and objectives.
Maintain liaison with DOL officials on budget matters as directed by the center director; coordinate cost control, facility utilization.
Manage the preparation and administration of all purchase order contracts, subcontracts, lease/rental agreements and consultant contracts for equipment, service, repairs, utilities and rehab work.
Manage the establishment and maintenance of a qualified vendor list annotated as to small, large or minority business; maintain an updated file on federal supply schedules and minority business vendors.
Maintain an effective reports control system, inclusive of SOP development and updates.
Ensure center finance & administration staff are thoroughly trained in center's MIS hardware and software, including CIS and Lawson.
Assist the SGA student safety and support committees in promoting center safety and quality food service programs.
Prepare the monthly outreach, admissions & CTS financial report in cooperation with the OA/CTS contractor; submit to the corporate office in a timely manner.
Participate in required staff training.
Provide regular feedback to staff regarding Career Success Standards procedures and intervention techniques.
Education and Experience Requirements:
Bachelor's degree and two years related experience required, one of which should be in a supervisory capacity. Experience with youth, excellent written and verbal communication skills and computer proficiency also required. Valid driver's license with an acceptable driving record, unless waived by management.
